    A Rising Tide is one of those ARC Raiders quests that exposes the difference between having a strong loadout and having a plan. You can arrive with premium ARC Raiders Items and plenty of DPS, then still waste a deployment staring at the wrong apartment floor or carrying a fuel cell past the socket. The mission is an investigation disguised as a loot run: Celeste sends you from Buried City to Dam Battlegrounds, and each stop asks you to read the space rather than simply clear it. That makes route knowledge more valuable than chasing every fight you hear nearby.

    The apartment is the first real test

    The foreman's apartment sits in the northern tower south of Piazza Roma, and the obvious entrance is not the answer. Enter the southern A1 building, climb to the fifth floor, then check the northeastern side for the accessible opening across the gap. You can also reach the area from eastern rooftops via the zipline and platform. Both paths work, but don't commit to a crossing until you've actually spotted the open room. The computer terminal inside holds the digital logbook, which pushes the ARC Raiders objective forward.

    Do this: verify the quest tracker immediately after using the terminal.
    Not that: keep looting the apartment blocks while unsure whether the interaction registered.
    Do this: choose the rooftop route only when you can see its landing point.
    Not that: assume the ground-level doors lead to the required room.

    Why the Dam sequence matters

    Dam Battlegrounds is where players often create their own confusion. Visit the Power Generation Complex first, then move toward the Controlled Access Zone and descend through the upper approach near the damaged grating and ladder. That order gives you clean objective confirmation before the interior turns into a vertical maze of catwalks, water, machinery, and side rooms. And, at least in my experience, treating the complex visit and zone entry as separate checkpoints prevents the annoying feeling that you missed some invisible trigger. Don't rush straight toward a locked office just because it looks like the destination.

    Fuel cell search: use a route, not hope

    The office containing the evidence needs a carryable fuel cell placed into the upper power socket near the entrance ladder. Its position can vary, so RNG is part of the search, but the known areas give you a practical sweep pattern. Start by locating the socket, then work downward one level at a time. The flooded bottom area deserves a slow look; the cell can blend into murky water near ARC wreckage. Carrying it upward is the exposed part, so clear your intended staircase before you pick it up.

    Don't let the four-button room steal your run

    The Controlled Access Zone has a separate four-button loot puzzle with additional repair work attached to it. Power restoration overlaps with that puzzle's opening stage, which is exactly why it pulls attention away from A Rising Tide. But photographing the office whiteboard is the actual mission requirement, not solving every nearby mystery. Once the office opens, approach the whiteboard, use the photo prompt, and check progress before deciding if a bigger loot play is worth the risk. The best clutch decision can be leaving with completed intel instead of turning one finished task into an unplanned grind.

    Leave with proof, not distractions

    A Rising Tide rewards an Anvil II, Anvil Splitter, Extended Barrel III, Heavy Ammo, and Project Heartwood Codex progress, but the story payoff is sharper: Dam power was redirected toward Spaceport construction instead of homes. That reveal lands because you begin in a worker's apartment and end beside the infrastructure that made the choice.
